This article is shocking on the juvenile prisons in NY.

What really astonishes me is that the state spends roughly $210,000 per youth annually. How is this possible and yet these children are not being given the help they need to function again in the world. They are further abused and many are there for minor offenses. This, itself, is criminal.

It sounds like money is the issue in moving to a therapeutic model, and yet, if we don't offer the children help now while they are young, they will be imprisoned their whole lives at incredible cost to themselves and society. How can we not spend the money to reform this system? Why is money an issue here and not when it comes to going to war? Again, it boggles the mind.
