why things don't get done -
Where I live, the bicycle paths need fixing. A simple application of asphalt would do. A major part of the bike path is under water at high tide certain times of year so it takes a beating and a small uplift could fix that. Instead, we have grandiose plans discussed and discussed. Expensive consultants who don't know the area are flown in. Let's tunnel through the mountain. A sky way is suggested. All along, a simple re-paving could make the paths more usable. When it rains, the bike-walking path near me is puddles and mud.
I know there are good consultants more than worth their cost but we are so bogged down in bureaucracy at times it is hard not to get discouraged.
